Wholesale drug distributors operating in Colorado must register with the Colorado State Board of Pharmacy before engaging in the distribution of prescription drugs. The state uses the term "registration" rather than "license" following recodification under SB 21-094 in 2021. Both resident and non-resident distributors shipping prescription drugs into Colorado are subject to these requirements.
The Colorado State Board of Pharmacy, operating within the Division of Professions and Occupations (DPO) under the Department of Regulatory Agencies (DORA), administers wholesale drug distributor registration.
The following entities must register as wholesale drug distributors in Colorado:
Applications must be submitted on the Board-provided form and include:
1. Obtain application form: Access forms through DORA Online Services at https://dpo.colorado.gov/Pharmacy/Applications or download for mail submission
2. Complete required documentation: Fill out application form, gather designated representative affidavit, arrange fingerprinting and background check, obtain verification of other state registrations, prepare Attachment A
3. Submit application and fee: File online through DORA Online Services or mail completed application with fee and all required attachments
4. Board review: Board evaluates applicant qualifications, designated representative credentials, and background check results
6. Registration issuance: Upon satisfactory completion of all requirements
Non-resident wholesale distributors must register with the Colorado Board of Pharmacy before distributing prescription drugs into the state.
